Small-scale Tourism License

Tour operating business and travel agency business (TOBTAB)’s Small-scale Tourism License

Small-scale tourism license is a initiative introduced by Ministry of Tourism, Arts and Culture (MOTAC) to ensure that small tourism operators or “travel agents” can legally engage in the tourism sector. This offer has been open for registration since June 16, 2023.

Terms and Conditions

Registering with the local authorities (PBT) with trading license
A private limited company with a minimum paid-up capital of RM10,000
Different with TOBTAB license which minimum paid-up capital of RM50,000 to RM200,000

Operating scope & coverage area

Only for inbound business or only for inbound and ticketing businesses
Only allowed to operate in the district where registered with the local authorities
Disallow to operate across districts and areas
Disallow to set up branches in other districts and areas
