ASEAN-India FTA

ASEAN and India signed the ASEAN-India Trade in Goods Agreement and three related Protocols/Agreements on 13 August 2009 in Bangkok, Thailand.

The FTA will come into effect on 1 January 2010.

Under the FTA, ASEAN Member States and India will progressively reduce and eliminate duties on substantial number of products over a period of 3-8 years beginning 1 January 2010. The Philippines, Cambodia, Lao PDR, Myanmar and Vietnam are given an additional 2-3 years to reduce and eliminate their duties under this FTA. The list of products enjoying tariff concessions is available on the MITI website: www.miti.gov.my or at www.aseansec.org.

Malaysia will eliminate import duties on:
  • 6,792 tariff lines or products in the Normal Track (1) by 31 December 2013; and
  • 1,266 tariff lines in the Normal Track (2) by 31 December 2016;
  • The import duties on 1,336 tariff lines placed in the Sensitive Track by Malaysia will be reduced to 5 % by 31 December 2016.
India will undertake to eliminate import duties on:
  • 7,767 tariff lines or products in the Normal Track (1) by 31 December 2013; and
  • 1,260 tariff lines in the Normal Track (2) by 31 December 2016;
  • The import duties on 1,810 tariff lines placed in the Sensitive Track by India will be reduced to 5 % by 31 December 2016. For crude and refine palm oil, India will reduce duties from 80 % and 90 % to 37.5 % and 45 % respectively by 31 December 2019.

Under this FTA, Malaysia excluded 898 tariff lines from tariff concessions. The products excluded are:

  • poultry products;
  • tropical fruits and rice;
  • iron and steel;
  • automotive products;
  • chemicals;
  • alcoholic beverages;
  • tobacco and tobacco products; and
  • used tyres.

India excluded 1,298 tariff lines from tariff concessions. The products excluded are agricultural products, textiles, iron and steel, automotive and ceramic tiles.
